Mario holds a law degree from Universidad Hemisferios, a master's degree in legal sciences from Universidad Panamericana de México, and a PhD in law from Universidad Panamericana de México. He also holds a postgraduate specialization in Constitutional Law from Universidad Andina Simón Bolívar.

Throughout his professional career, Mario has served as an advisor to public institutions and individuals, both in the area of litigation prevention and in legal representation and defense in civil, environmental, administrative, and constitutional matters. He is the founding partner of the law firm Moncayo Altamirano, specializing in strategic litigation in civil and constitutional matters, which is now part of MRV.

In academia, Mario has worked as a professor at Hemisferios University teaching Introduction to Law and Philosophy of Law, and is currently developing his doctoral thesis entitled “State action and environmental crisis from the perspective of environmental movements; restrictions based on criteria of rationality grounded in human rights.”

At MRV Abogados he is the general manager and director of the Corporate Advisory area and his practice is limited to civil, commercial, labor, administrative and constitutional matters.
